Overview

The City of Fairfield is accepting applications for an IT Analyst I - GIS/Utilities vacancy within the Public Works Department. This position supports maintaining the Geographic Information System (GIS) and related applications for the Citys Water Division under general supervision. Technologies used include ArcGIS Pro, ArcGIS Field Maps, GPS collection devices, and Excel.

Responsibilities
  • Assist with GIS data management, research, data analysis, vector data editing, fieldwork, and cartography.
  • Conduct complex spatial/surface analysis using GIS software; coordinate with internal and external users on GIS projects.
  • Analyze GIS needs of departments and implement GIS projects, databases, and related products; prepare scopes, flow-charts, and schedules with customers and programmers.
  • Perform GIS database management and administration tasks; troubleshoot and resolve database problems; monitor and tune database applications; ensure data integrity.
  • Design and modify database structures, tables, and files; build and maintain GIS-related web applications for internal and external websites.
  • Interact with clients to determine business requirements and may script or program to automate GIS processes.
  • Troubleshoot hardware and software issues; provide solutions and stay current with technology.
  • Create and edit geospatial data using GPS and digitizing techniques; produce maps and integrate diverse data formats.
  • Attend training to enhance GIS skills; document and apply new techniques as implemented.
  • Evaluate operations and advise on GIS program direction and project priorities; recommend standards and procedures.
  • Provide after-hours technology support as assigned; supervise contractors/vendors as needed.
Qualifications
  • Education: Bachelors degree from an accredited college or university with major coursework in computer science, information technology or a closely related field.
  • Experience: Minimum of one year of experience with applications and operations of computers. Additional relevant technical experience may substitute for the education on a year-for-year basis. Possession of industry certificates or related training may substitute for some or all of the required education.
Other Requirements
  • Possession of a valid Class C California State Driver's License (or equivalent during the application process).
  • Must maintain the same level of security as at hire; loss of security clearance may lead to dismissal.
Distinguishing Characteristics

Information Technology Analyst I is the entry-level class in the IT Analyst series. Incumbents perform routine tasks and may require more supervision and may not perform the full range of duties of the journey level.

Supervision

Receives supervision from the Senior Information Technology Analyst. May exercise technical and functional supervision of lower-level IT personnel as learning occurs.

Geographic Information Systems (GIS) Duties
  • Perform GIS analysis, project coordination, and database management for City departments and external agencies.
  • Develop geospatial data, maps, and web-based GIS applications; write scripts/programs to automate GIS processes when appropriate.
  • Provide ongoing GIS support, trainings, and documentation; work with customers to determine business requirements.
  • Provide after-hours support as assigned and supervise/coordinate contractors or vendors as needed.
