Position

Full-time Director, REM Policy and Quality Management to work at EAH Corporate in San Rafael, CA. Qualified candidates will have a bachelor's degree in business administration, finance, urban planning, real estate, or a related field, or an equivalent combination of education and experience. A graduate degree in real estate, finance, or urban planning may substitute for work experience. 6–8 years of real estate or related property management or property operations experience, preferably at an affordable housing development and/or management company. Salary range: $125,000 - $220,000 per year; hiring range for new employees is generally $125,000 - 172,500 per year, DOE. An offer will consider the experience of the final candidate and current salary levels at EAH for similar roles.

Position Overview

The Director of Real Estate Management Policy & Quality Management serves as the department's central authority for policy creation, revision, and enforcement. This role maintains the integrity, consistency, and accessibility of all policy and procedure manuals across the REM department. It acts as a strategic partner to all departments to ensure policies and procedures align with operational goals, regulatory requirements, and industry best practices, while driving process efficiencies and clear role definitions.

Responsibilities

  • Policy Development, Implementation & Maintenance: gatekeeper of all property management and facilities policy and procedure manuals; ensure content accuracy and alignment with regulatory requirements, management contracts, and organizational objectives.
  • Develops, implements, and maintains policies and procedures for REM operations. Updates policies in collaboration with subject matter experts to increase efficiencies and incorporate best practices.
  • Ensure policies and procedures align with organizational goals and comply with applicable laws, regulations, and industry standards.
  • Creates and implements communication/rollout plans for policy updates and ensures successful adoption.
  • Maintains a centralized, accessible policy repository with version control to ensure staff use current guidelines.
  • Ensure policy compliance with applicable laws and standards.
  • Collaboration & Stakeholder Engagement: partner with department heads, site teams, and corporate stakeholders to identify gaps and inefficiencies; align workflows across departments; facilitate inter-departmental working groups; communicate changes and gather feedback.
  • Quality Management & Continuous Improvement: establish quality control measures; conduct periodic reviews and audits; assist with contract reviews and negotiations; represent REM as subject matter expert on systems; develop operations metrics, reports, dashboards, and tools for data-driven decisions; track and report policy-related performance metrics; develop training content for REM staff in collaboration with Talent Development; lead training sessions and orientations.
  • Strategic Leadership: contribute to department leadership and alignment with SVP/VP REM; stay informed on trends and regulatory changes; identify and mitigate risks; provide recommendations for strategic improvements; promote a culture of accountability, efficiency, and excellence.

Other Duties

  • Participate in EAH's Injury and Illness Prevention Plan; maintain regular attendance; perform other duties as assigned.

Qualifications

Bachelor's degree in business administration, finance, urban planning, real estate, or related field, or equivalent combination of education and experience. A graduate degree may substitute for work experience. 6–8 years of real estate or related property management/operations experience, preferably with affordable housing.

Desirable Additional Qualifications

  • Yardi experience preferred.
  • Industry certifications preferred (e.g., ARM, CPM, COS, TCS, SCHM).

Criminal Background Check & Drug Testing

  • EAH conducts criminal background checks on all candidates with conditional offers. Education and employment history are verified. Some roles may require fingerprinting. If onsite housing is required, household members over 18 may also undergo checks. Drug testing is required within 72 hours of a conditional offer; marijuana testing is not performed.
