Health Services Reimbursement Accountant
Location: Martinez, CA
In this role you will work within the Health Services Finance Division of Contra Costa Health Services, a large county government department that manages a budget exceeding $4 billion. You will prepare and monitor program budgets, oversee monthly financial projections, perform financial reporting analysis, and direct or coordinate the work of other accounting staff.
Responsibilities
- Prepare and monitor the annual county budget for a division of the Health Services Department, including appropriation and revenue adjustments.
- Assess current expenditure and revenue patterns, reporting findings monthly to the Department Controller, Chief Financial Officer, and the Administration/Management section.
- Select, train, evaluate, and monitor the performance of subordinate personnel.
- Manage and supervise a staff of professional accountants and clerical staff in the performance of their accounting duties.
- Review and approve all contracts, grants, and inter/intra‑departmental agreements to ensure GAAP compliance and audit readiness.
- Provide financial direction to Division Directors and Managers to ensure adherence to Department, County, Federal, and State fiscal policies.
- Keep management informed of any activities, problems, or policy decisions that require attention.
- Train staff and Division Management on supplemental data required by federal, state, or county internal audit for incoming funds, grants, or interdepartmental agreements.

Minimum Qualifications
Education: Bachelor's degree in business administration, finance, accounting, or a closely related field.
Experience: Three (3) years of full‑time professional accounting experience in a health‑care organization or program, with at least eighteen (18) months involving the preparation of cost reimbursement reports and analyses.
Substitutions: One additional year of qualifying experience may replace the required academic major; a master's degree may replace one year of general experience. No substitution is permitted for the eighteen months of cost reimbursement experience.
