The Position

The Librarian III Supervisor for collection services provides leadership and direction for the library's Collection Development, Technical Services and Interlibrary Loan unit. This position ensures that the library's collections remain current, diverse, and responsive to community needs, while overseeing technical services operations, including acquisitions, cataloging, and processing. The position also oversees efficient resource sharing and materials delivery services utilizing OCLC. The incumbent develops policies, manages budgets, supervises staff, and collaborates across other library Units to enhance access to physical and digital collections.

This recruitment is being conducted to fill 1 (one) full-time vacancy. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year. Scheduled salary increases and Winter Time Off (WTO): 3.5% COLA increase effective 7/01/26; 32.0 hours of paid Winter Time Off (WTO).

POSITION REQUIREMENTS: Experience and Education: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Two years of responsible experience in professional library work, including at least six months experience in the specialized area to which assigned. Education: Possession of a graduate degree in library science issued by a college or university accredited by the American Library Association. Special Qualifications: Persons employed in this class must be willing to work evenings, weekends, and holidays as required.

The most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Panel Interview. Oral Panel Interview Tentatively scheduled for the week of December 15, 2025 The most qualified candidates from the interview process will be placed on the eligibility list and may be considered for current and future vacancies for this position for up to one year. Example of Duties

Essential Duties and Responsibilities

Collection Development:

  • Plans, coordinates, and evaluates all aspects of the library's collection development activities, including selection, acquisition, evaluation, and deselection of materials.
  • Analyzes circulation data, community demographics, and usage trends to inform purchasing decisions and maintain balanced collections.
  • Collaborates with librarians and subject specialists to develop collection strategies aligned with the library's mission and strategic goals.
  • Manages collection budgets, vendor relationships, and digital resources.
  • Develops and updates collection policies, procedures, and guidelines.
  • Demonstrated knowledge of collection development principles, acquisitions, and interlibrary loan systems (e.g., OCLC).

Technical Services:

  • Plans, organizes, and directs all technical services functions, including acquisitions, cataloging, and materials processing.
  • Supervises, trains, and evaluates assigned staff; establishes goals and performance standards.
  • Monitors workflow, establishes priorities, and ensures adherence to professional standards and established procedures.
  • Fosters a collaborative and service-oriented environment within the technical services team.

Interlibrary Loan (ILL) and Resource Sharing:

  • Oversees interlibrary loan operations (OCLC), ensuring efficient and accurate processing of borrowing and lending requests.
  • Supervises staff responsible for ILL workflows, delivery systems, and related technologies
  • Collaborates with other library units that provide Link+ (INN Reach) service.

Supervision and Leadership:

  • Hires, trains, evaluates, and mentors staff assigned to collection development, technical services and interlibrary loan.
  • Assists in the hiring of staff in other library units.
  • Coordinates workflow, sets priorities, and ensures consistent, high-quality service delivery.
  • Promotes a collaborative, customer-focused culture within assigned units.

Administration and Collaboration:

  • Prepares statistical reports, performance metrics, and analyses related to collection and ILL activities.
  • Participates in strategic planning, grant writing, and special projects.
  • Serves as a liaison to other library units to improve resource access and discovery.
  • Represents the library in professional organizations, committees, and community partnerships.
