Deputy Director of Employment & Eligibility Services

The Solano County Employment & Eligibility division of the Health and Social Services Department is currently seeking a qualified candidate for the position of Deputy Director of Employment & Eligibility Services.

The Health & Social Services Deputy Director – Employment & Eligibility Programs is an executive management position reporting to the Chief Deputy, Human Services. This role serves as the Department's lead advisor to County leadership, staff, and the public on all aspects of public assistance benefit programs. The Deputy Director oversees the operations of CalWORKs, CalFresh, Medi-Cal, General Assistance, and related employment and training programs, ensuring these services effectively support the goals and outcomes of program recipients.

Key Responsibilities

  • Provide strategic leadership to senior and mid-level managers to ensure efficient, customer-centered program operations.
  • Foster a high-performance culture that promotes initiative, accountability, and compliance with state and federal requirements.
  • Use data to forecast and report performance and customer outcomes and inform operational change.
  • Cultivate strong working relationships with the Board of Supervisors, County and Department executives and staff, State partners, representatives of employee organizations, and the community.

Recruitment Process

Minimum Qualifications

Experience: Four (4) years of management experience in a public or non-profit social services agency which included program planning and evaluation, budget management, personnel management, and policy development.

Education: Master's degree in public administration, Social Work or closely related field from an accredited college or university.

Licensing, Certification and Registration Requirements

Applicants are required to possess a valid California Driver's License, Class C. All candidates are strongly encouraged to submit a copy of their college diploma (verifying the degree, date earned and area of specialization) or official/unofficial transcripts (verifying institution, student, date, degree and area of specialization conferred) by the final filing deadline. Candidates who fail to submit their diploma or transcripts by the final filing date may be disqualified from the recruitment.

Candidates who attended a college or university that is accredited by a foreign or non-U.S. accrediting agency must have their educational units evaluated by an educational evaluation service.
