JOB TITLE: Area Director – Santa Rosa Migrant Education

WORK YEAR: Full time: 7.5 hours per day/12 months/260 days annually (Pro-rated upon hire)

START DATE: May 15, 2020

SALARY: Salary Schedule 16, Range 34, $355.50-$453.72 per day. Placement dependent on experience. Stipend pay for Master’s $750.00 per year, Doctorate $1,250.00 per year.

DESCRIPTION:

Under direction of the - Senior Director – Migrant Education, the Area Director administers all program components of the Migrant Education Program in a multi-county service area as outlined in the Regional Application. The Area Director ensures the effectiveness of regional programs within the area through ongoing monitoring and evaluation using quantitative and qualitative data. The Area Director provides ongoing technical assistance to the districts within the multi-county service that receive regional subgrants through District Service Agreements or Memorandums of Understanding.

EXAMPLE OF DUTIES: [May include, but is not limited to the following]

  1. Plans, organizes and directs the Area services provided to Migrant Education students in assigned districts within multi-county service area as outlined in the Regional Application
  2. Supervises and evaluates the performance of assigned staff
  3. Monitors program effectiveness of all Area programs through timely data analysis
  4. Participates in the development and maintenance of assigned budgets; analyzes and reviews budgetary and financial data; controls and authorizes expenditures in accordance with established limitations
  5. Coordinates with BCOE staff and departments for personnel and fiscal concerns
  6. Provides program and fiscal guidance/technical assistance to districts in the establishment and implementation of annual District Service Agreements (DSAs) and Memorandums of Understanding (MOUs) according to established Federal and State mandates
  7. Monitors program effectiveness and expenditure-related activities (invoicing, budget revisions, fiscal reporting) for all service agreements within the multi-county area
  8. In collaboration with Area and Regional management and staff, develops Regional and Area supplemental programs through the Regional Application for the regular school year and summer
  9. In collaboration with Area and Regional management, monitors Regional program effectiveness through analysis of data and monitoring/review of expenditures
  10. Collaborates with the Identification and Recruitment Specialist to ensure effective identification and recruitment and data entry
  11. Coordinates with higher education institutions and other community agencies within the multi-county service area to maximize services available to migrant students
  12. Assists with Migrant Education parent activities/services including PAC meetings, elections and bylaws
  13. Provides technical expertise, information and assistance to the Regional Director regarding assigned activities and districts
  14. Assists in the formation and development of policies, procedures and programs
  15. Communicates in a timely manner with other administrators, personnel, districts and outside organizations to coordinate activities and programs, resolve issues and conflicts, and exchange information
  16. Supervise and evaluate classified employees
  17. Follow BCOE policies and procedural guidelines
  18. Other duties as assigned

QUALIFICATIONS:

KNOWLEDGE OF:

  1. Goals and functions of the Migrant Education Program and related State and Federal regulations and guidelines
  2. County Office of Education policies, regulations and procedures.
  3. Diverse academic, socio-economic, cultural and ethnic backgrounds of migrant families
  4. General budget preparation and control
  5. Using data to evaluate program effectiveness
  6. Interventions available for the needs of migrant families and their children
  7. Migrant Education identification and recruitment policies and procedures
  8. Interpersonal skills using tact, patience and courtesy
  9. Oral and written communication skills in English
  10. Principles and practices of effective leadership, supervision and training
  11. Project planning and development
  12. Operation of a computer and assigned software

ABILITY TO:

  1. Plan, organize and direct the services provided to Migrant Education students in assigned districts
  2. Provide guidance in the establishment of annual DSAs/MOUs according to established federal and State mandates

  13. Prepare comprehensive narrative and statistical reports
  14. Conduct presentations on a variety of program and educational topics and issues
  15. Direct the maintenance of a variety of reports, records and files related to assigned activities

EXPERIENCE AND TRAINING:

  1. Master’s degree in education or related field
  2. Four years of increasingly responsible experience in migrant education programs; bilingual programs; or multicultural programs
  3. Bilingual (Spanish) desired
